     A state forestry agency faced political pressure to eliminate a key, property-tax exemption program that was integral to the agency's core mission of preserving privately owned forest lands. SMS designed a research methodology that gathered input from several stakeholder groups and from other states that managed similar programs. Our in-state research measured results of the program, identified shortcomings, and formulated proactive steps for the agency to pursue. Based on our research results, SMS helped the agency develop viable alternatives to the program's total elimination. As a result, the agency was able to convince administrators to modify the program to better meet the needs of clients while satisfying the politicians' desires for a more effective program.

     A state department of health was charged with developing an important public health program affecting the cost of prescription drugs for senior citizens. If successful, the program would serve as a model for a national program. SMS created a research strategy to gather health information from the target market-detailed information about the types of health issues being treated, the types and brands of drugs used, the cost of drugs, and where the drugs were typically being purchased. SMS then assisted the state in testing program implementation methods research sample. At project conclusion, the health department made program enhancements and successfully launched the model program statewide. Currently the program is in the implementation phase and providing valuable information being considered at the national level.

     A roadside vegetation management program sponsored by a state department of natural resources lacked the information it needed to evaluate program effectiveness and to determine areas for improvement. SMS assisted the agency in identifying common concerns and characteristics of stakeholders so that service to clients could be improved. Using key information collected by SMS, a comprehensive practices manual was developed and distributed to county roadside management entities throughout the state. The manual demonstrated proper vegetation management procedures and so that problems from improper practices could be avoided and consistency could be maintained from county to county. This resulted in a more effective and efficient statewide effort that has helped to protect and preserve the natural environment.

     A private non-profit partnership, dedicated to enhancing the Iowa agricultural heritage experience needed to evaluate existing regional agricultural heritage attractions, identify the potential visitor market to a proposed new attraction, and profile specific interests of prospective visitors. SMS conducted primary and secondary research in order to define potential market segments offering the best opportunity to achieve a maximum return on marketing investment. The proposed research was utilized by the organization to make informed decisions relative to organization focus, resource allocation, and marketing strategies.
